Troyes Champagne Métropole’s economic growth priorities

Boosting the local economy

  • Supporting existing industries and sectors such as textiles, metalwork, recycling, energy, agri-food, packaging, anaerobic digestion and organic hemp-based products.
  • Supporting the management, upkeep and expansion of business parks, including ongoing expansion of the Parc de Troyes Champagne Métropole.
  • Creating an economic development agency covering the entire conurbation or the southern Champagne region.

 

Expanding higher education provision

According to L’Étudiant, Troyes is the third most popular destination for students in France, and the student community keeps growing year on year (10,400 for the 2016/2017 academic year).

Many leading colleges and universities already have premises in the city, and further major projects are in the pipeline. The intercommunal authority provides outstanding support to universities and students, ensuring that the conurbation is the ideal place to live and study.

 

Promoting tourism

  • Renovating the Musée d’Art Moderne and the Musée Saint-Loup to create a new museum space to house the Lavau Celtic tomb, among other important pieces.
  • To continue expanding the size of the conurbation to include more rural tourism provision.
  • To forge ties between economic tourism (factory outlets), urban tourism and rural tourism.

Bolstering regional facilities and hubs

Examples include taking over the Parc des Expositions convention centre and redesigning public spaces at the Pont-Sainte-Marie brand outlet village.

Making the area a more attractive place to live

Efforts to make the area a more attractive place to live are centred on the following priorities:

  • Conurbation-wide guidance on matters such as improving housing stock, filling vacant homes, diversifying provision and developing adapted housing.
  • Town planning policy, including new urban renovation programmes such as the Jules Guesdes district and redevelopment of the Chantereigne urban regeneration zone in La Chapelle-Saint-Luc.

Enhancing transport and communication infrastructure

The authority is taking concerted action to promote mobility, including:

  • Encouraging people to use green modes of transport, such as cycling
  • Boosting public transport provision
  • Making roads and public spaces more accessible
  • Introducing a noise prevention plan

 

Bringing digital to all

Parts of the conurbation with limited connectivity will be treated as a priority, with service centres opening in some areas and the authority taking over management of business districts from municipal authorities in others.

Other measures include:

  • Electrifying and modernising the regional train line between Paris and Troyes
  • Continuing development work around the station
  • Widening the river link between Bray-sur-Seine and Nogent-sur-Seine

 

Managing the environment and risks in the right way

  • Revising the Agenda 21 plan and the programme of 60 actions across the new conurbation
  • Improving air quality and energy management with a new energy efficiency upgrade platform.
